Is frezned on youtube a partner?

He gets lots of views and honors, but his video doesn't automatically play when you view his channel.

frezned does not look like a YouTube partner for several reasons:

1 - As you said, his video does not autoplay in his channel
2 - He does not have a banner on his page
3 - He does not have that logo in his "connect to user" box

I guess he didn't apply for the partnership or didn't feel the need to be an affiliate?
