Utube wont let me upload a vid can i make it smaller?

is there a way 2 make a vid smaller cuz i tried 2 upload a vid and it told me it was 2 big.

btw i use sony vegas 2 make vids

save it into streaming format. like *.wmv
you may also save/render it to small frame size like 420x320 for example. choose the small but still quality

you tube rules: not more that 10 minutes and 100mb
