Why doesn't Youtube doesn't let you rate some comments?

You know, the thumbs up / thumbs down thing. Why doesn't it let you do this when it already has a lot of thumbs downs?

That seems to fluxuate.

I've seen some comments with 6 thumbs-downs that could no longer be rated, but then another that had 10 thumbs-downs.

I'm guessing the uploader has the option of setting the max number of thumbs-ups/downs.

Maybe you've voted the limit.
Maybe the user disabled it.

the person who put the videos on the website ... highlighted a box whilst uploading the video ... which makes it impossible to rate or comment that specific video
