I don't really go on you-tube, but from what I know it's better to be a lower number, number one most viewed is generaly THE most viewed, then #2, #3, and so on, so #83 most viewed would be better than #96.

#83, since the lowest is better. ( 1 is the best, and 100 is the worst)
