Is it possible to identify the IP address of a registered wikipedia user?

It is not only possible, but frequently done with the results sometimes made public. Wikiscanner is the software designed for this purpose,

a good reason why ip addresses should be dynamic. lets do online banking that have public IP's with articles about online banking.. well you get the idea.
