Why can't ip address use the minor edit button?

You can only acess an I.P adress if that user of that computer is on and conected to the internet at that time.

IP:Internet Protocol

Internet: World wide web acsessable to evereone who has a computer or acess to one.
Prorocol: A series of software conventions enabling computers to communicate with one another.

hence, an IP is something a computer has to communicate with other computers over the internet whitch is acessable to everyone.

The "minor edit" checkbox is meant to indicate that a particular edit is so insignificant that it does not need to be reviewed by anyone else. Most vandalism occurs from anonymous users, so it is important that others check all anonymous edits.
