right click on desktop.
click personalise or properties then click Windows Colour and Apearence. and you can play around with settings in there.

In an open space on desktop right-click, choose properties. Then go to Appearance and choose a scheme. Depending on the scheme chosen, it will effect the colors of both the taskbar and start button.
