Grayscale with Color??

I used to know how to do this, but my mind has been running all over the place lately that i am just completely clueless on how to do it, Its hard to explain so ill just post a link to a pic.

I have Corel Paintshop Pro

youll have to select only that part of the picture and color it in
if you have photoshop use the lasso tool, select the part you want, then put layer mask over them and turn grayscale
or you could just use the sponge tool and suck out the color from the other part

i have a program on my computer called image blender. its pretty crappy normally but theres an option where you can draw on effects like black and white or sepia. its pretty cool. i think photoshop does something like that too
