Go to http://cebucustomcomputers.tripod.com and you will find a great one called Auslogics Speed Booster there, or you could follow the free directions and do it the old fashioned way.

Well, there are some, but it only increase like 5% or less and they don't work well sometimes. If you want better performance, there are things you can do to increase it. First of all, you can consider adding more RAM to your pc.

Other ways are:-
-Defragmenting your computer once a while

-Make sure your pc is not infected with virus

-Disabling some startup items (Very useful)
Go Start>Run, type "msconfig" and you can select from there, or you can use a small program called autoruns.

-Reducing visual but increasing performance. Go to Control Panel > System > Advanced > Performance Settings. Here you can pump up your machine by around 20% if you choose to go all performance, but it would look old. So feel free to play around with the settings.

-You can increase something called "virtual ram" Go to Control Panel > System > Advanced > Performance Settings > Advanced > Virtual Memory "Change". Select custom size and enter any number, but I would recommend you to just put 1024mb as initial and 2048mb as maximum. Click set and restart.

-Try not to add a lot of fonts cause it slows down the startup time of your pc.

-Cleaning your registry's. Download CC Cleaner, install and go to "Registry" Analyze and delete, make sure you backup just in case.

There are some advanced settings you can set too, but the one's above are the mains and should increase your pc's performance to an incredible 40% tops. Anyway, you should feel a difference.
