Does Ubuntu come with Linux pre-installed, and if so how do I access it?

I'm not sure I'm entirely understanding your question (or, more to the point, what lies behind it), but Ubuntu is a distribution (or "distro") of Linux. It includes, among other things, the core Linux operating system, the graphical user interface software (the X Windows system), and a variety of applications, such as:

Ubuntu, once installed to your hard disk, starts automatically when the machine is booted up. The distribution CD is also a "live CD", meaning you can boot and run Ubuntu from the CD, without touching your PC's hard disk, in order to try it out.
