Is there a good way to generate random numbers in Excel?

Say I have a list with 2000 names and I want to issue every person a random number, between 1 and 2000, and have no repeats. Its basically for a lottery, so there can be no duplicate or skipped numbers.
Help!

Here is what I came up with:

Create two new columns.
Fill the first column with rand() functions.
Copy this column and "Paste Special" selecting "Values" into the second column.
Sort the sheet by the second column. That will "Randomize" the names.
Use an "Edit/Fill/Sequence" to fill your number column from 1 to 2000.
Re-sort the sheet by name.
Delete your "work" columns.

RAND() returns a randomenumber between 0 and 1.
RANDBETWEEN(bottom,top) returns one in this range.
