Checking Scam mails / letters / offers / websites?

These days almost 90% of communications end up with a scam. Is there any proven way to check any mails / letters / offers / websites etc., whether that is a real thing or just a scam. Any mechanism or system with this effect would alert us in attending or responding the incomings.

This will help a great deal.

Otherwise as a rule of thumb:

1) If they are from Nigeria/Ivory Coast it's probably a scam.
2) If they say they're a relation to a dead king/president/official it's probably a scam.
3) If you won an international lottery that you didn't enter, it's probably a scam.
4) If you get links to a site that says they'll give you free stuff, it's probably a scam.
5) If they're offering to send you money, SCAM.

There is a HUGE scam database for what they call the Nigerian 419 scams (the biggest ones to ever hit the planet)

Do any search for Nigerian 419 and you'll get 10's of thousands of hits.
