Someone allowed a program to be installed into our desktop computer...?

It's some kind of spykiller that has taken over my computer...It's web page is pageforsafety.com. Every time I get off it changes my homepage to blank. It's not on my disable software list on control panel internet Options. When I run Adaware, it sees the 2 files of this program but doesn't delete it when I tell it to. Norton Antivirus isn't getting rid of it either. Can I get some advice?
