Do Japan have security against traceroutes?

As part of my studies at school I have to look at traceroutes, however each time I try a traceroute on a Japanese IP it times out, do the Japanese have security against traceroutes being done on their IPs?

I don't think the settings are set at a region level but most likely at the server level (company server you are trying to trace route)

try using trace route on the domain name, you can use whois.net to track down a domain based in Japan. Also try using gaming servers.
