How can I delete programs if computer says removing programs is not allowed?

my computer does not let me remove programs , plus all kinds of crazy windows pop up all the time (such as the one that tells me that my computer is illegally copying Internet files). And there is a window that tells me all the time that my computer in infected with viruses.
Your help will be very much appreciated.

Are you on a limited guest account? If so get the admin to delete from his side.

It also sounds like you have spyware. Try downloading Spybot-Search and Destroy. It's free and works great. Adaware is also good. If you don't have virus protection AVG is a good free program.

Also sometimes using "Add or Remove Programs" from the Control Panel is better then using the uninstall option.
