My job is picking the trash and I've found a laptop.I need to reformat it and I don't have password to login

I have to reinstate my question. The laptop that I've found was in the trash. The owner didn't want it anymore. There was a broken part of the laptop that I replaced it. Now, everything looks fine on the computer phisically speaking. The only thing that I need is reformat the computer and clean all the information that might be there from the former owner. What can I do?

Boot to a windows cd and reformat from the install screen.
OR
Get a forensic linux cd like Helix and perform a wipe of the drive and then format and reinstall windows.

Return it to the police. I would not do so, but I would find the owner and try to return it. You don't need a password to reformat it.
