Open any image you need with photoshop, zoom it at size you can edit it, use earser tool to remove the background, finally, duplicate the layer to another new one and change blending options to add white stroke (border).

use the painprush tool to make a quick not perfect edge (any color) th en magic wand it and use the fill tool to make the edge white

You should need to use magic tool for quick race it.& u can also use pentool. so try it.

If every person is on different layer then just do it with blending outline option. But if this image is flat then you will have to trace the figure with magic wand or any other method.
