Is there a benefit of using "rel=nofollow" on internal and external links?

Why would a site use it on internal links?

rel=nofollow was added by the search engines to mean "don't count this link as a vote".

For example, part of how PageRank works is the number of incoming links a page receives. If a link uses rel=nofollow, then Google doesn't count that link towards PageRank.

The other thing it does it not "give away" PageRank. The more links you have on a page, the less each link is worth.

The reason someone might use rel=nofollow on internal links is maybe because they want to give higher ranking to certain pages, so they use it on the non-important links but don't use it to link to the important pages.

No benefit really. You dont need to use rel unless you are trying to abide by the rules ;-)
