LCD Monitor, Scrolling horizontal stripes blurring text?

I recently bought a samsung 2032NW monitor, and upon installation, I've noticed 1-2 faint horizontal stripes rolling down the screen. It's translucent, except for making the black background a shade lighter, and it blurs anything it comes over. I've updated the drivers and tried different resolutions, but it hasn't gone away.

Is there:
A) A technical term for this horizontal sweep
B) Anything I can do to resolve this blurring issue?

I would return it before your warranty is up. This is not normal, sounds like it could the power inverter, maybe, maybe not, either way I'd try to get your money back.

If you have had the PC for less than one year , your PC manufacture should be contacted and they will set you up for repair . If the PC is over one year old and you purchased extended warentee , call your seller or store where this PC was purchased. Either way , Be prepared to start the PC and perform a complete restore ,, save all you important data and pictures and notes etc. because a complete restore will remove all data . Repair shops usualy will not take in a PC unless the Manufacturer -or- Stores warentee department has been contacted about the problem thus instructing you and walk you through the the beginning of the Restore procedure . Sometimes a restore is all one needs to do to fix a PC thus saving money and time for the user and/or warentee department . This instruction will then be documented in >their< records . After restore , you will need to put the PC to a running state and begin to use your PC as usual . If you do not see any problems , continue to put your PC back into normal operation . Hopefuly the LCD monitor is fixed . If no fix is accomplished , call back your contact and tell them no fix . They will set you up for a repair .. approximantly 20 day turn around . They will give a case # at the time of the first call . Remember to write down dates and phone numbers as you may need them during this little journey . Remember to save you data > My Documents , My Pictures etc. before even starting the restore of the PC .
