Yes it can. I'll describe how it was back in the day. (Some of these sites may no longer be in use. Hopefully they'll re direct to the ones used currently.)

Go to http://mobile.msn.com & sign in using your Windows Live account & then follow their instructions including selecting your provider & entering your phone number, if its not listed you can select other (I had to). If all the instructions are followed correctly you will get the confirmation code on your mobile, enter in the field necessary & you should be good to go.
Add yourself to your Messenger list so you can try it out.

Unfortunately for me my Mobile Service Provider has locked off their Online Gateway for Web to Phone communication so it hasn't worked for me in a while, but it should for you.
