Why can't i download MSN plus on my laptop?

i have a toshba laptop. whenever i try to download msn plus it doesn't download and says that i need to install windows live installer which i've installed. i really want msn messenger on my laptop. plz help

1.)DELEte all msn related crap.
2.)install what ever mesenger you want.
