Why ISN'T my Compaq Presario Laptop shutting down when I tell it to?

I click the standby,restart,or turn off modes without any luck. All the computer wants to do is cycle to the Windows screen and says ,"...is shutting down.". But doesn't !! I've logged out of both users (two). briefly a soffice.bin file tries and ends (program). What's wrong?

You might need a BIO's update, if you tell me the model number of the computer I can check it out for you. Make sure not to confuse the model number with the series number, that may look similar.

The pc or notebook cannot shutdown properly because there is an error detected by the system during shutdowns. The error could have been caused by an application program that system cannot dealt with. Usually, the system will restart by itself.
