Well, in order to get rid of a program completely, you need to:
-go to start menu
-control panel
-add or remove programs
-and from there, just choose what ever you'd like to remove.

In order to completely get rid of the program, you need to uninstall it. Simply deleting it won't remove it.

Usually when you delete something it's never completely gone. it leaves a thread behind so you can recover it' you can only complete revover them using software and can completely delete them either using a software or formatting the hard drive

the program itself when you unistall it wont stay on but there is deffintly ways to find and replace deleted items. So if you deleted it to avoid someone seeing it make sure they dont know computers or clean up nicely

if you mean to say computer's memory (RAM) then the program will stay in the memory as long as you run the program but if you mean to say in hard disk. then it will be removed from the hard disk unless you have some recovery software or drive installed in your computer.
