Is it wise to submit your website to google just before it is complete?

The site is ready just need to make a few adjustments and find links, so will it affect anything? How long does it take for google to put your site on the search engine? and is it okay to add a few words similar to the background colour that might help with SEO??

By 'Find Links' I take it you mean incoming links.
This is one of the most important ways of getting indexed fast.
Find another already indexed site with good page rank in a similar category to yours and try to get an incoming link from it.
That will get you indexed fast without even the need for submitting your site to Google.
If you have no links then your site could take forever to become indexed.
If you want to submit your site, finish it first, get your links and submit a sitemap.

No I would finsh it first they might think you lacked.

I would submit it just to get it up there so they add it sooner. As long as the website only needes minute adjustments. Otherwise I would wait.
