When i search a website name and google has a short description of the site beneath the title...?

where does it come from.

I'm fairly new at html and css so how do i get google to say what i want it to about my site? On google itself, the description includes a whole bunch of text that isn't even on the page that it links too. How do i do this?

The short description as you call it is just text from the page being linked to. The text used is chosen from the entire page because it contains the words or phrases used for the search. There is no way to force Google or any other search engine to display what you want it to display as they store the whole page and just display what is relevant to the search being performed.
