I can't download that Flickr uploadr?

As an fyi- I would recommend downloading the previous version (not the newest)-- it is version 2.5.
The newer version takes so long to upload pictures--- like an hour for 30 pix. And the old version takes about 3 minutes for the same amount.

You don't really need to download the Flickr uploadr. I just click on Upload and the basic uploader that appears works just fine. Try it and see.
